What consumer protection group in LA/Pomona will help w/ a claim for an unethical business practice?

A towing company is towing cars that are illegally backed in to their assigned parking spaces in apartment complexes then charging exorbitant sums to get the car out of the tow lot. ($265.00) The apartment management is probably in on the scam since the tow trucks come in the middle of the night (after 12am).

When confronted, the apartment management whips out a signed acknowledgement form that the tenant signed when they leased the apartment. However, there aren’t any signs posted anywhere on or near the apartment complex or parking structure warning of the consequences or that backing in is not allowed. Sounds like a scam to me!!
