What will happen due to the recent budget cuts on the CSU?

Is it just harder to get into a non-local CSU, or is it going to be nearly impossible?

If I’m applying to Cal Poly SLO, and I’m actually in the Pomona area, will they first admit all qualified people who have SLO as their local CSU, and then give the remaining spots to people applying from elsewhere, or is it simply more competitive, as in higher grades than usual are needed?
